I wrote my PhD dissertation in LaTeX, but my advisor told me it needs to be in a format other than PDF to send to my committee members. He says it is too difficult to make comments or corrections on PDF. What is the best format for a dissertation?

This is somewhat of an odd question. If you’re smart enough to have entered a PhD in Mathematics program, or at least be in a position to be considering it, you should have research sourcing skills sufficient to see if there are dissertation databases out there (hint. there are). Generically, try Proquest. ProQuest - Search Or try Google Scholar. Google Scholar I suspect most (all?) universities maintains print or digital copies of their students’ PhD dissertations. If you’re already at a university, go have a conversation with your university research librarian. T are usually happy to help. There are many, many sources. It’s useless for someone far removed from your interests to answer more specifically. I, for example, don’t know what sub-field in mathematics you are/want to study, so can’t point to very specific examples till you clarify your interests. But don’t go about this backwards. Don’t focus on the end product…that’s just a “how” problem. Focus instead on your passionate interest—topically—then think about the opportunities for a couple different dissertation topics…THEN, start looking around for exemplars of dissertations close to your future dissertation.
